Weiman, presumably the parent, or perhaps the teacher, who made this excellent dial to make learning multiplication a lot more fun. Point the arrow, marked with a 7, toward a number then open the little window at the other end of the arrow to reveal the result of multiplying the two. And the result of multiplying 7 with the number on the opposite side of the dial is revealed underneath the "X" on the arrow. Great for kids, but pretty great
